Unable to Port Forward/Open VM (despite having configured rule)

Trying to set up a Minecraft server and port forward port 25565, however I am, regardless of the inbound rules I set, unable to connect over the internet to my server. Please note I have minimal experience with VM's and only installed proxmox recently. The VM I setup uses MineOS, so most troubleshooting steps I have seen suggested are null. I have attached an image of the rules I set. I simply cannot get it to work, and all suggestions thus far have been completely unhelpful.

Update: I am a very silly man, I was nabbing a private IP as opposed to a public.
