ubuntu templates on VM after update and upgrade

Hello everybody,
i'm getting problem after updating and upgrading my VM based on ubuntu all startup program not working like apache rtorrent and all in vm.
How to fix this problem?
Before updating upgrading all is working correctly.

i'm using ubuntu 10.04 et 10.10 same problem did not tested others
 
working here. how can I reproduce this issue?
 
after update and upgrade you will get this problem like all services don't start automatically
in 1 french forum they also have the same problem one person said he will contact you for this issue and contact openvz aswell

not here. working as expected (the 10.04 template). so it looks like there must be something different on your side.
 
even i have installed webmin for sett all startup programs same problem i need to do manually start webmin.
at every reboot.
