Trouble connecting proxmox to my network

Hello all,
I recently installed Proxmox 8 on a server that I recently acquired, and am having trouble getting proxmox to pickup a network connection. I've assigned it an ip address statically and am unable to ping it from my desktop, and cannot ping anything from the server.

Below are the outputs of "/etc/network/interfaces" and "ip a".

The screenshot shows NO CARRIER, which means the NIC did not detect a good link.
This could be caused by bad cable, unplugged cable, bad NIC, bad switch port, cable plugged into wrong NIC, etc.

I've checked all of these and do not believe that this is the issue. The switch port and cable work fine with other devices and link lights are shown on the nic when plugged in. I can also see an established link via the unifi dashboard when the server is plugged into the switch.
 
There is nothing you can do in the software about NO-CARRIER. It means no physical/data-link layer.

Move the cable around to other NICs, you have 3 others. May be you are the unlucky owner of a card based in Realtek chipset (search forums). May be something even more exotic.

Try to boot into a live ISO of latest Ubuntu, see if it works. If it does, it only proves that there is some incompatibility between Kernel and NIC. It does not give you path to solution.

Cross-connect with another PC, does that change anything? Are you sure the cable is plugged into the interface you are using for vmbr0, and not one of the other 3?
