So I am installing proxmox onto a 32gb USB that's in my server and it says on the panel in the local storage there is only 7gb.

Don't install PVE to USB sticks or SD cards. PVE will write alot and might kill that USB stick within weeks or months. Only install it on HDDs or SSDs with atleast 16GB or better 32GB in size.
