I tried reading before I posted here, but I couldn't find solid answer on it.

I am NOT planning to run ZFS or anything. going to keep simple file system.

Here is my simple use case.

Run FreeNAS or OMV as VM
Few Linux Distro for learning purpose.
Home assistant as VM
VPN as VM
Plex
Pihole

I am planning to buy few data drives. Should I buy four SSD, 2 for proxmox in RAID 1 configuration for failure and same from VMs? or should I buy 2 HDD for proxmox and 2 ssd for VM. Storage drives for my content, I already have it.

I am no means by tech savvy. Just need little advise. Thank you.

Go with SSDs if you can afford it. Go with spinning rust if you want to be nice to your wallet. Figure out how many VMs you are going to run, and how much disk space you need. A couple of Samsung Evos might be enough to take care of everything.
