spam level meaning

I am trying to establish some rules to our proxmox email gateway evaluation.

Example rules consider marking headers of 3 and 5 spam levels.

I have check the documentation about spam level meaning..

why 3 and 5.. how about from 5 to 9?

is there a document that explains what are the spam level meaning to I can create educated rules in our system?
