First I did an install via USB with the Bare-metal ISO Installer.
When I used the shutdown button or the poweroff command, the system didn't properly shut down.
In both cases I saw the "Will now halt." message, but nothing else happened.

Then I did a second install with a Debian Wheezy netinstall. With the Kernel there (3.2.x) poweroff was working as expected and did switch of the server (Fujitsu Primergy RX600 S4).

Then I installed pve-kernel-2.6.32-26-pve and booted into the just installed Kernel.
Now the poweroff command didn't work any longer.
So it is definitely the Kernel!

With the newest Kernel 2.6.32-33-pve, the problem is still there.

Any hints to solve this issue? It seems to be a Kernel problem, according to this:
http://bugs.centos.org/view.php?id=7059
Here I found the same problem, but in a guest:
https://bugs.launchpad.net/ubuntu/+source/linux/+bug/695012

No, still the same behaviour. Nothing happens after "Will now halt." message.
I could try it with Kernel 3.10, but this version is currently for testing only :(

Have you tried this?
"Enabling the power capping functionality
To make the power meter device fully functional on PRIMERGY under RHEL 6, use the kernel parameter "acpi_power_meter.force_cap_on=1".
If the sysfs files power_cap, power_cap_min, etc. are visible in sysfs, power capping is available."

@mir: THX for your hint!
I tried the Kernel parameter and there was no change. Even the files power_cap were not available in /sys/**.

I tried kernel 3.10.0-5-pve and there shutdown is working as expected. So it is definitely a Kernel issue with 2.3.32-33-pve.

My boss decided continue using the 2.6.32-33-pve Kernel, because in the long run the server will never be switched off. Moreover, Kernel 3.10.0-5-pve is a testing Kernel and she doesn't want to use it till it is official available.
