Hello!,

Would it be possible to have an HCI cluster running ceph and VMs and at the same time a second cluster consuming CEPH based storage from the first one without clashing VM IDs for example?

yes. but it would likely be more foolproof to just define multiple pools (one per cluster for example).

Or, if you use a recent Proxmox VE version, you could use namespaces to separate the different clusters within the same pool. Whichever way, you need to separate the clusters in some way to avoid any clashes.

Would any of those options allow to use the very same set of disks for both clusters? (Not having to separate physical disks per cluster)

You mean the disks used for the OSDs? Yeah they will be shared. Unless you specify specific rules to pools, usually to target different disk types (SSD, NVME, HDD) all pools will use all OSDs.
