SDN QinQ, how to assign IP to a vm using PhpIpam

TBH, I am a little bit confused.

Cluster, 8 nodes, dedicated VLAN for QinQ on a sync interface.

1. Created a Zone, VNet, Subnet
2. Linked PhpIpam
3. Did installed dnsmasq, though it should work only for a simple zone, according to the fineprint in docs.

If I configure VM IPs as static in VM OS, everything works. DHCP doesn't work, dnsmasq isn't started.

Docs doesn't mention how to engage IPAM and no switches except for a simple zone. Every "tutorial" online is for a simple zone too.

Could somebody direct where to go next and actually use IPAM and issue addresses to VMs? Simple zone is not for us obviously. Any docs maybe?
