I want to delete the VM itself not just iso file. under PVE there are some test VM.
if i try to delete VM using this
it deletes the SDD and drives and crahses other VM's too as it says the referenced disks also gets destroyed.
so want to delete VM's without causing error to other VM's

qm config 101. DId you create a template? Why would it delete "the SDD and drives and crahses other VM's too"?
Why do you think it would delete "the SDD and drives and crahses other VM's too"? The VM has (private) virtual disks which will be removed. If this is (again) about the ISOs: it will not remove those (they are references, not copies or owned).
I don't see anything critic with the config.
But you are not following the best practices. E1000 instead of virtio NIC, IDE instead of SCSI, no discard and no guest agent (meaning no consistent snapshot-mode backups...). See: https://pve.proxmox.com/wiki/Windows_10_guest_best_practices

You appear to be scared about every change to a VM. Just make a backup of (all) the VM(s) and restore it if something goes wrong.
