You can disarm HA temporarily, then there is no risk of fencing. fabian has a post on how to do this on the forums [1]

This very weird - it says there is no cluster defined but it shows a list of 4 nodes. Something is off here. On which node did you open the Web UI?
All LRMs should be in restart mode after stopping them.
yep weird, shell was opened at node r720-1...
this is my plan:
1) Disable fencing, STOP ALL LRM NODES, AFTER THIS STOP ALL CRM NODES!
FIRST
systemctl stop pve-ha-lrm
systemctl disable pve-ha-lrm
LAST
systemctl stop pve-ha-crm
systemctl disable pve-ha-crm
2) pvecm delnode pve-iig-dc-r9-630-1
3) SHUTDOWN host pve-iig-dc-r9-r720-1 (R720-1)....
But i think I will try just remove r630-1 to back 3 / 3 and after shutdown the host that I wanna remove... (r720-1)
executed this night, was all ok, thx for all!
disabled ha lrm on all nodes
disabled reboot auto on lrm, allnodes
disabled ha crm all nodes
disabled reboot auto on crm, allnodes
pvecm delnode pve-iig-dc-r9-630-1 (SHOWED ERROR but removed, cat corosync was 3 expected votes).
shutdown button physically R720-1 and nothing stopped!!
