I was having an issue where my Proxmox server wouldn't boot properly. I tried troubleshooting the problem but eventually gave up. I've since setup a new Proxmox server, but I still have the old Proxmox on one of my SSDs. I don't have any backups of the virtual machines from my old server. Is there a way to transfer the virtual machines from the old server to the new one?

Yes there are ways to do this. Which one to pick depends on your prior storage configuration (LVM, ZFS, etc). There are more than a few articles covering various configuration, you should review them:

Look into the bkpcrit script, point it to external disk / NAS, run it nightly in cron. It will at least backup your VM config files, among other things.
Also - setup Proxmox Backup Server on separate hardware. It can run on an old e.g. quad-core laptop, 8GB RAM, 1TB SSD.
