PVE 8.3-1 Boot failure after update

All,

I'm rebuilding my proxmox ve server after a hardware failure. Downloaded new 8.3-1.iso setup everything fresh. added the no-subscription to the repos and performed a update and upgrade using the gui. Got an error about grub-efi-amd64. I restarted in rescue boot mode and tried to use "apt install --reinstall grub-efi-amd64". New error of "E: dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem." I have tried the "dpkg --configure -a" then I get the following and the server goes offline.

Hardware is a supermicro server with no secure boot options. Any help in resolving this would be a great help.
 
I have tried to restore /boot/grub/x86_64-efi/load.cfg files was completely a blank file. Looking at fresh install without the updates shows the file did contain the following:
