There are no known issues on 212.224.123.70 - please contact your datacenter support if they are aware of any network issues to this network.
 
Looking at my MTR trace, I'm seeing a high jump on reponse on the last hop to de.cdn.proxmox.com
Hitting the debian repo I'm not seeing any issues.
