Proxmox keep slow with all stopped VMs

I have a install Proxmox on a hardware, it works well. But, after some weeks it 's very slow.
I tried to install old and new versions and slow persist.
I booted without start VM and load keep at 0.5.

My pveperf:

REGEX/SECOND:      72956
HD SIZE:           56.84 GB (/dev/mapper/pve-root)
BUFFERED READS:    76.62 MB/sec
AVERAGE SEEK TIME: 12.10 ms
FSYNCS/SECOND:     37.43
DNS EXT:           29.06 ms
DNS INT:           10.74 ms (whatever)

I guess the problem is my REGEX/SECOND, but i don't know hot to fix it
