Proxmox 7 PCI Passthrough Issues

Hi Proxmox

Reinstalled my system with Proxmox 7 after an issue that happened on the system.

Configuration:
E5-2690
64GB DDR3 ECC 1600mhz
120GB RaidZ1
Quadro P400(Plex Passthrough)

System was running PVE 6.7 and was working correctly

on PVE 7 PCI Passthrough is no longer working correctly


On Host.
IOMMU enabled and verified
gpu has been isolated and drivers are blacklisted.
GPU kernel driver in use - vfio

PLEX VM
Ubuntu 20.04
ovmf q35
8 cores
8GB RAM
GPU assigned to vm with pci-e, all functions. primary gpu disabled
host, hidden=1 applied to qemu config.


On the vm, if i run lspci -nnv. the gpu shows up and and shows driver in use is nvidia

nvidia-smi shows no devices found. installed a windows vm to test. code 35 from the gpu.
Not sure on what is causing this issue with passthrough and wondering if anyone has an idea or a suggestion to whats causing this.
