If I buy Proxmox commerical ( any version ) , do I have WHQL Windows drivers for my Windows VM that support quiesce snapshot and VSS provider ?
 
You cannot buy a commercial version, you can buy support.

This means, you do not get any other software if you buy support or not. But what is a "quiesce snapshot"?

When a backup is taken with quiesce enabled, the operating system and application data are prepared prior to the execution of the snapshot. This is done in an attempt to avoid data corruption. By stopping (with quiesce) any running processes on the guest operating system, the file system contents are kept in a known, consistent state when the snapshot is taken

and samething for VSS , without VSS support you cannot run tools inside the VM than use VSS provider for backup purpose ( like Acronis and Backup Exec ) or simply the VSS for Windows TS and windows profil snapshots that people are using into production , majority of windows backup software now use this for "open file" backup.

Ok thanks I will look into Redhat KVM with WHQL Virtio drivers and maybe VSS support

a qemu-guest agent will be available in one of the next releases and this is the basis for your requested functionality. I suggest you use a third party backup tool, or run our backup in stop-mode.

Third party backup tool required VSS working correctly and stop-mode is not really an option for us ( uptime 24/7 ) and I bet alot of company are in the same boat

why is VSS not working? I run several windows servers (on Proxmox VE with virtio) with third party backup tools, no issues here.
