When a backup is taken with quiesce enabled, the operating system and application data are prepared prior to the execution of the snapshot. This is done in an attempt to avoid data corruption. By stopping (with quiesce) any running processes on the guest operating system, the file system contents are kept in a known, consistent state when the snapshot is taken
and samething for VSS , without VSS support you cannot run tools inside the VM than use VSS provider for backup purpose ( like Acronis and Backup Exec ) or simply the VSS for Windows TS and windows profil snapshots that people are using into production , majority of windows backup software now use this for "open file" backup.

Third party backup tool required VSS working correctly and stop-mode is not really an option for us ( uptime 24/7 ) and I bet alot of company are in the same boat
