Problems with upgrade. The CPU reaches critical temperature during boot

Hi,
I updated to the latest version of proxmox on the following HW:
Supermicro X10DRW-i + 2x 2686v4 + 128GB RAM
The problem is the following:
Boot freezes as shown.

The temperature of the processors reaches the critical level.
If I boot without OS, the server remains active for a long time.
I tried to insert quiet mitigations=off in grub edit (boot).
The problem remains.
Only twice did the operating system start but after about 30 minutes the temperature of the processors reached the critical level, shutting down the server.
Should I downgrade since the problem didn't exist there?

OK,
I disconnected all disks and started the server.
I turned on the server and it remains active.
With this test, the server does not cause any problems.
I'll try to install version 7.4 on a new disk and see if the problem occurs with this version.

I tried to start Ubuntu (live CD) and even in this case it freezes and the processor temperature reaches 99°
Measuring with a thermometer, the processor temperature is low

how do you measure cpu temperatur with a thermometer ?

i would check if the heatsinks are installed correctly (including thermal grease)

The PC under the monitor is another case. The server case is closed.
The thermal paste is new.
Should I try to install windows? Maybe it's a sensor driver problem?
