Problem downloading Windows 11

I created a VM with Windows 11 on my Proxmox server, using the ISO from the official website and the VirtIO drivers. However, every time I start the initial setup, it reports that there is no internet. What should I do or modify to fix this?

It's not for downloading Windows but for create a online Microsoft Account. You can bypass with pressing Shift+F10 then type oobe\BypassNRO
Setup will reboot then you can create a Local user account like Windows 10.

Or use the E1000 network-device during the installation, but yeah, use the above to just skip it.
