primary node unrecoverable cluster

Hello,

I have a high availability cluster of 3 proxmox in cluster, but the primary node of this cluster is irecuperable, I have rexed proxmox, but now how do I add it to the other two proxmox, if the primary one is not already?
 
I have already managed to add the node to the cluster.

Now the problem I have, is that I had a ceph storage, when I add the new node to that storage, I add the monitor and the osd disks, in the two nodes that already had a type of disk space and in the new much less , as if he just picked up his disk.

That is what is due.
 
I broke the node1 server, re-installed proxmox and added it to the cluster.
But I had ceph storage, I managed to delete the old node in the ceph monitor and add the new node, in osd I added its disk to share the storage, but when I look at the storage capacity, in node1 I have 1.2TB and in the nodes old I have 3.80TB.

So neither let me migrate machines to node1, nor create machines in that storage
