Hello, how can i set an user like admin but without Nodes Networking management ?

Admin for what? Network management is allowed as long as you have the 'Sys.Modify' permission on a node (/nodes/{nodename}).

This is currently not so fine-grained that you could have the Sys.Modify on /nodes/{nodename}/time (as example) but not on /nodes/{nodename}/network
