Scenario question that's driving me nuts. If I run PBS on my PVE server bare metal, have the backup storage over NFS, and the PVE / PBS server dies, will I be able to restore my VMs from the NFS repository?

All VMs backup data is stored on a NAS external to PBS / PVE. Do I just create a new PVE server, mount the NFS share, and then start the restore process or is it more complicated than this?

yes, all the data needed to restore is in the datastore, except for encryption keys if you are using encryption - in that case you need to store them in some safe place for recovery.
