pam user for start and stop vm

I've created a pam user to start and stop vm via SSH with steps:
created user with adduser then pveum user add @pam and via Proxmox GUI added user to group with PVEVMUser privilages

I'm able to login via SSH but qm command not found.

what privileges required for qm command via SSH?

Idea was to create possibility to users simply power on or off VM remotelly.

Running from CLI the requirement is always root or sudo-user
If you want to toggle VM's remotely though, a better/more stable/more secure option would be to use the API for that:

Alternatively you can try if pvesh can do the job (see link above for the command-example), but I believe that one requires root/sudo as well.
