New server recommendations?

I want to build a new server.
I was thinking a i7 7820x with 128GB RAM

Now the question is how to arrange the harddrives.
I have 9x 1TB HDD's which I would like to keep using.
How can I optimize speed with ZFS?

Should I buy a NVMe for L2ARC & ZIL ?

i7 looks more like a desktop system, not a server.

If you go for ZFS, use only server components and high quality ECC ram. And yes, NVMe can speed up your ZFS.
 
you're asking the questions backwards.

What are you trying to accomplish? is this a production system? if so, what workloads are going to be running on it? figure that part out first; then decide what is the base performance you require and your fault tolerance. then decide how much you want to invest in initial purchase and how much to spend in operating costs (eg, electricity, cooling, network, etc.) THEN you can start putting solutions together :)
 
RAID1 with 2x1TB for Proxmox (local) and RAID1 with 1TB SSD drives for VM storage.

This is what I use and i can run upto 6 or 7 KVM or 15 LXC.

And it is reasonably fast.
