Task:
Assign to server GT 710 for RX 5600 virtual machines
or
Allow virtual machines to use both

Check your BIOS/UEFI if there is an option to set the primary GPU. Or in case there isn't such an option switch the PCIe ports so the GT710 is in the slot that is prefered by the BIOS/UEFI.

There is no choice of the main video card in the BIOS, changing ports is also not possible

Sometimes enabling or disabling CSM in motherboard BIOS switches the boot GPU. Or use this work-around to enable passthrough of the boot GPU for VMs.
