I am using this URL (/api2/json/nodes/{source_node}/qemu/{vmid}/migrate?target={target_node}) and also getting response 200 but it is not migrating.

execute "journalctl -f" in one terminal window and execute your API call in another. Examine produced log.
Take a look at the task log in UI - there should be some indication of success/failure there.
