Migrate error because backup resource unavailable

Hi!.

I Get a strange error while auto migrate:

task started by HA resource agent

2020-09-06 08:19:02 starting migration of VM 120 to node 'pve3' (10.0.0.111)

2020-09-06 08:19:04 ERROR: Failed to sync data - storage 'ct-backup-ssd' is not online

2020-09-06 08:19:04 aborting phase 1 - cleanup resources

2020-09-06 08:19:04 ERROR: migration aborted (duration 00:00:02): Failed to sync data - storage 'ct-backup-ssd' is not online

TASK ERROR: migration aborted

Where storage 'ct-backup-ssd' is a NFS storage where backups, created by scheduler, stored.

So, backup disk is not necessary to virtual machine work, but it prevent migrate for some reason. It have sad result: while backup server is down, machine can't migrate and down too. Is it a logic error. or i missed sense of this behavior?

migration checks all storages for disks associated with that VM, not just the ones directly referenced in the config.

Its create situation, where down backup server block migrations, and brake HA. it was unexpected.

and one more strange thing: virtual machine try to migrate over and over again, although max_restart in HA set to "1". Machine exist in HA group with priority on host PVE3, it infinity try to migrate from PVE2 to PVE3, so VM actually was down until that moment, when we set priority back to PVE2.
How i can prevent this behavior?
