LVM thin volume not activating on reboot

I have been using local LVM thin volume on 5.x for since 5 was out with out any issue on reboots. I just upgraded from 5.4 to 6.1.3 and for some odd reason the thin volume does not become active and I have to run the following to get it to come up. I have no clue why this is happening.

vgchange -a n PercR5
vgchange -aay PercR5

vgchange -aay PercR5

Wouldn't that imply that it was already active? Are there any LV filters in lvm.conf?
