It it (now) safe with pve 1.3 to add an 2nd cpu to a already
running windows 2003 kvm or is it not stable yet?
The w2003 has already 90 percent of cpu at the moment.

do you see the 90 % inside windows or on the proxmox ve admin interface?

I run all windows machines with one cpu´s as I saw no benefit in adding more in my environments.

therefore I have no heavy production load experience with this but just test it. use e1000 for network and IDE as disks and just compare results.
