Intel 82599 SR-IOV PCI Passthrough,but guest KVM host cpu too high!

hi,
I have a KVM guest host run on proxmox V5.1(kernel 4.15.18-1-pve),this guest KVM host have two PCI passthrough network interface, but when I download a 100M internet file from vfio-pci network interface, the guest KVM host cpu too high, reach 45%, how to fix it ?
