Is there a way to install Windows 11 on Proxmox 6.3-2?

You mean as a VM or dual boot?

PVE 6.X is by the way end of life, so your server is vulnerable, as you already aren't receiving security patches anymore and you are missing over 2 years of updates. For that a manual upgrade to PVE 7.X is required. Upgrade path would be:

As a VM and yeah I know I have to upgrade to 7.x.

TPM support was added with PVE 7.1 and Windows 11 requires that (unless you do some hacky stuff to disable TPM as a requirement). So if you have to upgrade anyway, I would do that so Win11 won't complain abount missing TPM.
