PVE 6.X is by the way end of life, so your server is vulnerable, as you already aren't receiving security patches anymore and you are missing over 2 years of updates. For that a manual upgrade to PVE 7.X is required. So if you have to upgrade anyway, I would do that so Win11 won't complain abount missing TPM.
