I can't passthrough my mellanoxMT26488 10GiB nic

I've tried to blacklist all the drive that related to this NIC, but it still keeps saying that this device is " Device or resource busy "

I followed docs from "https://192.168.50.189:8006/pve-docs/chapter-qm.html#qm_pci_passthrough" multiple times, but the result is the same.

other than that, if I trying to use VirtIO on this 10gignic the speed I can get is only around 3.0Gbps.

if passthrough is not possible,

what can I do to improve VirtIO's performance?

I manage to pass through devices by disabling my USB controller.
but the VM cant finds those PCI-E devices. I tested under Ubuntu and Debian
