How to move VMs from 1 installation to another?

Hello guys, I have a test pve 7 system that's kinda borked. I have a cluster that's working, if I wanted to move the VMs over from the test system to the working cluster what do I need to clone over? Thanks.
 
Easiest would be to just backup those VMs and then restore them on your cluster.
There is also a new (experimental?) feature in PVE 7.3 that allows you to migrate guests between clusters.

I'm not sure what you mean by backup is it like backup to a shared storage and restore on another system?
