i have template KVM here :
http://173.254.198.40/kvmtemplate/centos-7.6-x86_64.img
http://173.254.198.40/kvmtemplate/ubuntu-16.04-x86.img

how to create VM kvm with this template OS,

In what format are they in? If it is a raw image, then just name it 'base-<VMID>-disk-<Num>.raw' and copy it over the template disk that you created on proxmox (use storage local).
