How Proxmox measures memory usage in VMs?

I'm using Proxmox 8.2.2, and I would like to know why Proxmox shows that a VM is using 6.67GB of 8GB of RAM from "outside":



But, from "inside", htop gives me this:



In other words: How Proxmox effectively measures memory usage in VMs?
