How are we supposed to contribute to the HOWTO section

Hi,

Some areas of the HOWTO are outdated and incorrect. I tried to login(with forum creds) but I can't. It doesn't offer to make a new account either.

Is this a task us users are NOT supposed to be able to do?

I'd like to help but it's confusion on how it is to be done.
