create vm : error cluster not ready - no quorum

Proxmox VE 2.1 system

create vm : error cluster not ready - no quorum ??

i think remove node server.but pvecm delnode fail.

root@hkmaster:~# pvecm delnode 2
cluster not ready - no quorum?

please take me complete del node ?

to gain quorum, you can set the expected votes to 1.

i have two server
server1 192.168.1.31 name master
server2 192.168.1.32 name nodes01

i server1 run command : pvecm create vps
i server2 run command : pvecm add 192.168.1.31

cluster create ok.

but i server1 del node input run command : pvecm delnode nodes01 . command run ok.
but i server1 create vm or vz error .

TASK ERROR: cluster not ready - no quorum?

why?
