create disk not specific to a vm

Is there a way to create a disk that can be attached to one VM, used, then detatched and attached to another VM?

I see that I can add a hard drive to an existing VM and I can detach it. That disk will then have a name like vm-xxx-disk-y. However, I can't figure out how to attach vm-xxx-disk-y to another VM in the UI.

More generally, I'd like to be able to create a volume with an arbitrary name, like some-disk-yyy and be able to attach/detach it to VMs freely. This possible?
