Could I hide or limit permission firewall for all VM?

Hello,
I want set default firewall rules for all vm. The default rules has block some port. But if user login proxmox webgui.He has permission to disable or delete default rules.How to fix it?

I has found question.If I block outgoing 25 port at default rules.User can add allow outgoing 25 port rules.It's will allow outgoing 25 port.How to fix it?

This is only true for administrator. Assign VM User Permissions to other users, they wont be able to change any firewall rules
