[SOLVED] Containers and vms auto start after manual shutdown

I saw another post like this one and have looked over it, but it is no help either.

Fresh install of proxmox 7.4 about a week ago
Linux krusty 5.15.107-2-pve #1 SMP PVE 5.15.107-2 (2023-05-10T09:10Z) x86_64 GNU/Linux

Not much done on it yet, restored some backup vm's and lxc's from old node etc.

I have since removed all vm's and lxc's besides 1 lxc for testing.
Whether I shut them down from inside the vm, or from the command line on the host, or the gui. they do not stay off. Like the other post says, within 5min they are back running.

There is no cluster setup, there is no HA setup. single node proxmox. lxc is not setup to run at startup either.

the log does not show anything abnormal, just that the container was started with the 'pct' tool
are you sure there isn't some cron/systemd-timer enabled that autostarts your guests?
