I try on another node with Proxmox 8.2.7 and ZFS storage and error is the same.

Full clone works.

linked clones in PVE can only be done using a guest converted to a template as base..

From documentation

--full <boolean>
Create a full copy of all disks. This is always done when you clone a normal CT. For CT templates, we try to create a linked clone by default.
