Im currently running proxmox 7.3. When provisioning Ubuntu VMs (20.04/22.04) the vms auto assign IPv6 addresses in addition to the ones defined in cloudinit. This makes it a bit difficult to manage firewall rules and such. Is there a way to adjust the cloudinit image proxmox generates to include "dhcp6: no", and "accept-ra: no" in the netplan config?

Proxmox native Cloudinit support is basic, on purpose. You will likely need to use a full custom Cloudinit to achieve your goal. It may also be possible to build a template in such way that these settings are pre-configured, so that native Cloudinit can still be used. You will need to experiment with that.
