With all other image I have not so a big problem, but only with Fedora 29 and Fedora 30. The Cloud-Init works fine, so expl. User/Passwort-Set and the MAC comes with qemu is set for eth0 too, but the IP will not replaced and when the VM is started I have everytime 127.0.0.1 in.

A manual set in network settings is possible and will work, but this is for cloud-init imaging the wrong way. So has somebody an idea?

Ok, I have found more informations! This is not a proxmox problem, but a fedora problem!

I have found the threads https://forum.proxmox.com/threads/cloud-init-centos-6.48366/
and https://forum.proxmox.com/threads/cloud-init-and-ifcfg-eth0.48591/

Cloud-Init with Fedora 28/29/30 has big bugs, others has written in last days about Fedora cloud-init!
I have checked to install a newer cloud-init version in fedora, but this give everytime other dependencies problems!
So I thing so in 14 or 30 days, they will bring out new fedora disk - images where are this problems are cleaed. Version cloud-init 17.7 for fedora shull been clean. The version 18.3/18.4 makes only work with a lot of dependencies problems!

So I will test again later in 14 or 30 days again!
