Hi,
on kvm-guests the vps can use the disks you has assigned to the guest - so you don't need quota (use a bigger disk, if you need more space)
quota is for openvz, to limit a guest (otherwise the guest can use the whole space from /var/lib/vz).
Or do i missunderstand something?
