can't figure out how to get rid of "ghost" Ceph mons, so can't set up new Ceph environment on existing cluster

see above. Proxmox 7.3, Ceph Pacific. when trying to finish initializing the cluster, I get this:

no monitors are intentionally configured, but it still seems to "know" about two mons that were on two hosts which will not be part of the new Ceph cluster. those mons aren't there anymore and I have gone through the `pveceph purge` process detailed in a few threads on the forums a number of times now on these nodes. how do I convince the cluster to toss these so it can create new mons etc. and move on?
