Cannot form a cluster

Run it over VM Ware Workstation (For Developing purposes)

Establishing API connection with host '192.168.9.129'
Login succeeded.
check cluster join API version
No cluster network links passed explicitly, fallback to local node IP '192.168.9.131'
Request addition of this node
An error occurred on the cluster node: can't add existing node 'pve'
TASK ERROR: Cluster join aborted!

A very quick Google search for the error message that you posted suggests that you are possibly trying to add a node that already exists in the cluster. There could be other reasons. Generally, it means that you are not starting with a clean system state: https://forum.proxmox.com/threads/adding-server-to-cluster.101512/

You should review your system. If necessary, follow guides for node removal and system cleanup. If you are still having an issue, you need to post more information: versions, log messages, steps you already took, etc, etc.

Name resolution maybe? Do both hosts have different hostnames and can they properly resolve their own name and the other ones hostname/fqdn? Proxmox Clusters require a working name resolution.
