i want to make two separate clusters, i already have one ssd based for production,
and i want to make one more, hdd based for backup and slow storage
 
Within the same network, you mean? Yes, that should not be a problem.

Otherwise please provide more information what you want to achieve :)
 
You can setup your OSDs the way you want and then would have to manage the volumes on those OSDs accordingly. You will not get two clusters, but a cluster with two volumes. If you really wanted another cluster, then you'd have to throw in more hosts.
 
i dont want to add hostes, just to add hdds and make second volume
one for ssd (already exists) and one for hdd
 
i would like to add another volume (the same as "default")
