On one same machine,I reinstall PVE from 7.0 to 7.4.
One vm had hibernate file ,when I resume it ,says

"Resuming suspended VM
activating and using 'p0nvme:108/vm-108-state-suspend-2023-04-04.raw' as vmstate
audio: Could not init `spice' audio driver
TASK ERROR: start failed: QEMU exited with code 1"

What can I do next step?

A SPICE virtual audio device without using SPICE (qxl) as a virtual display will prevent the VM from booting. See the Proxmox VE 7.4 release notes. Stop the VM and remove the audio device or set the Display to SPICE (qxl). If this is not the problem, please share the VM configuration.

First thank you for answering my question.
I removed the audio device,resume the VM,say'OK',but green triangle logo on left is not appeard.
The CLI input 'qm status 108' says: 'status: prelaunch'

Looks like you did not shutdown the VM and removed the audio device while it was suspended. I have no experience with suspended VMs, sorry.
Do you have a backup? I would try removing the vmstate and lock lines and just see if it will boot. But this may break the VM.
Alternatively, restore from backup where the VM was not running and not suspended but properly shutdown, and then remove the audio device.

After I changed the audio and display to spice, the vm can start, but right click on the console of the resource tree on the right to open the window, and directly download the ‘ pve-spice.vv ‘ file, but the independent window cannot be displayed.
Moreover, I found that the mouse cursor was inconsistent when I operated the mouse on this vm in the PVE main console.
I installed ’ spice-guest-tools-latest ‘ for the vm, still the same, what should I do next?

Shutdown the VM properly and remove the virtual audio device (and don't use SPICE (qxl) as display)? You were not using it before, right?
Or try installing all device drivers using the VirtIO ISO and follow all tips and tricks for Windows VMs on this forum and the Proxmox Wiki? I have no experience with 2008, sorry.

for anyone having this issue - make sure your VM settings have Spide as the display instead of Default - At least that was it in my case
